When the parameter data of the FR-A700 is read with FR-SW3, why Pr.551 is set to "65535"?

This is because the version of the FR-SW3 is old, and the version of INV is new (Pr.551 = 9999 is added for the products manufactured in December 2011 or later). In the previous version of the FR-SW3, Pr.551 = 9999 cannot be recognized, and displays 65535 (FFFF). Update the FR-SW3 to the latest version.
