While Pr.9 (Electronic thermal O/L relay) is used to set the rated motor current, can I limit the torque using Pr.9?

No. the torque cannot be limited by using Pr.9.
Set Pr.277 (Stall prevention current switching) to "1".
The value of Pr.22 (Stall prevention operation level) works as the torque limit level.
