I want to operate the inverter in the JOG mode by short-circuiting externally assigned terminals JOG and SD and setting the frequency with an external potentiometer.

In this case, the JOG operation is prioritized.
When the terminals JOG and SD are short-circuited and turned ON, the frequency setting by the external potentiometer is ignored and invalid.
To use the external potentiometer, turn OFF the terminals JOG and SD.
