COM terminal for outputs

There are multiple COM terminals (starting from COM0) for outputs.
How do these terminals differ?

For output terminals of a programmable controller, one common terminal is used for 1, 2, 4, or 8 output points. Each common line is assigned with a different common terminal number (starting from COM0).
The common terminal blocks can drive loads of different circuit voltage systems.
