Reduced impact restart
It is described that the reduced impact restart of Pr.162 = 3 or 13, which is added from the 800 series, enables the further smooth start reducing the impact compared to the one with 0 or 10. What control is performed exactly?

Until now the DC has been applied to perform the frequency search. When Pr.162 = 3 or 13, the impact is reduced by detecting the phase and performing the search in the AC application method.
