Output voltage
I checked the U, V, and W output voltages using a tester and the measured voltages were just 15 V while the output frequency had been increased.

Since the output frequency was measured, it is considered that the start signal was input correctly.
Check the output voltage on the voltage monitor of the inverter.
The output voltage of the inverter becomes low when the output frequency is low.
