Inverter drive of 400 V class motor

The Instruction Manual says that "When the 400 V class motor is driven by the inverter, use an insulation-enhanced motor." What risks are probable when a non-insulation-enhanced motor is used?
Give some concrete examples of phenomena that may occur.

When the wiring between the inverter and motor is long, surge voltage occurs at the terminal of the motor.
This surge voltage deteriorates insulation of the motor and a layer short circuit may occur with the motor coil.
