Is the ON/OFF timing of BUSY signal completely linked to the actual motor operation?

No. The motors' operation is not completely linked to ON/OFF timing of the BUSY signals.
BUSY signal is turned ON when the controller starts sending commands to the axes, and turned OFF when the command sending is complete.
However, servo motors continue to drive until the deviation counter becomes "0".
